The only problem with that is once they've finished destroying an area it creates a power vacuum and would weaken America as a whole. If you let the West Coast fall to lawlessness that can't be contained then the UN and CCP will declare it an emergency and could potentially take over the area and effectively annex it.

It's better to nip it in the bud and put an end to it before it spreads.
