They plan to reduce the human population to around 500,000,000 by 2030. And judging by the actions of international elites, they are indeed targeting the Third World (home of the dumbest humans).

Perhaps they're importing savages to both destabilize sovereign nations AND to assimilate/preserve the smartest individuals of each race (like a futuristic Noah's Ark).
