It’s nothing like that, because the skin colors of Indians can vary from looking like this, to this. The wide range of skin-colors makes it easy to discriminate against the dark-skinned Indians, whereas in European countries, practically everybody is the same color.
The desire for lighter skin is very prevalent in China as well, where women sort of go outside dressed as mummys to avoid a tan. I suspect however that that is more a statement of "my ancestors were never raped by mongols hundreds of years ago," though.
