They're getting around that with a loophole. Basically all the government buildings will remain as a federal district to comply with Article I Section 8 Clause 17, but all the residential neighborhoods will become a state. The Constitution specifies a maximum size for the federal district, but not a minimum. They could just carve out a smaller federal district, spin the rest off into a state, and it would still be Constitutional.

To exercise exclusive Legislation in all Cases whatsoever, over such District (not exceeding ten Miles square) as may, by Cession of particular States, and the Acceptance of Congress, become the Seat of Government of the United States, and to exercise like Authority over all Places purchased by the Consent of the Legislature of the State in which the Same shall be, for the Erection of Forts, Magazines, Arsenals, dock-Yards, and other needful Building

District of Columbia will be the federal district, and "Douglass Commonwealth" will be the residential neighborhood spun off into states.
