Yes, parents are failing our children. In my opinion this is from fathers not being in the home. This problem severely affects black youth, but it's a non-racial problem. White kids are also suffering.

However, I think cops need more training too. This cop did nothing wrong. I'm not talking about him. But there are quite a few bad cops out there. Let's train them better. Side note, defunding does the opposite. We need to pour more money into making better cops. And let's start punishing the shitty ones.
