With me so far? Ok now you take that number, and you multiply it by 100%:

0.0197 * 100% = 1.97% ~ 2%.

So if your data is correct, around 2% of the population is currently incarcerated. Now, the 13% of the population includes black males, females, and children of all ages. So out of those 13% of the US population, assume half are male and female (6% each). Pretty much all violent crimes (>90%) is caused by males, so ignore the females. Cut out the children and the super old, and you’re left with more like 4%. Since violent crimes almost always lead to convictions and imprisonment, this very clearly matches with 2% of the population being incarcerated and matches the statistics of people in prison by race: about 40% of prison population are black. In other words, there’s more than enough of a pool of black males in the general population that could make up the prison population, so there’s no error or contradiction in the statistics here.

So out of 2% prison population out of US population * 40% black population out of prison population =~ 1% black population out of US population.
