It's hard to say what really happened. I've seen different camera angles, different cop cars, different actors. The guy in custody is not the guy in the video who supposedly killed the thug. I think it's all a FF. Also, if they really wanted to do a hit on him, why make it last so long ON CAMERA? The cop knows he's being filmed for a long time. I'm going with crisis actors.

ETA: Someone also noticed that the gas prices on the signs behind the cops in the video were high - not the low prices we've had of late. That's a big red flag.
