Honestly, never use a Masterlock. Any of them, even the much bigger heavier duty ones. Or any China shit that doesn't spend $0.05 for a few security pins vs straight ones.
Go American Lock (owned by Masterlock and with some of the same designs, but they add security pins so at least idiot raking and stuff does not work well), or Abus or similar.
FYI - widely available and basically fully unpickable by most experts, for under $100 is the Abus Granit line. But $20 or even $10 can get you stuff way tougher to crack than a Masterlock.

Go on YouTube (BosnianBill or any of 1000 others). With a $5 lockpick set (only need a rake or two and a "tension wrench" - which you can half-ass make yourself in a couple minutes with two paperclips and a pair of needlenose pliers), and JUST 20 minutes of training from YouTube videos - - a "protestor" or anyone else can open such stuff in 20 seconds or less. With some limited practice, almost as fast as using a key. Faster than using bolt cutters.
And if you buy a lock, at least check that the shackle part is fairly thick and hardened (requires bigger bolt cutters). For "protestors" who don't know how to use YouTube or don't have (or can steal) a pair of needlenose pliers and a couple paperclips.
