1. Asphalt in Petroleum solvent, as you would use to professionally sealcoat a driveway. Most asphalt coats are water based, DO NOT USE. You want this:

Mix about 1:1 with Kerosene or Diesel fuel for easy spreading. This is what they use to make roads. It will bond to anything and be very hard to take off road paint, even when wet. MESSY, but imho best option.

2. Do a deep dive into the datasheets on road paints:

3. Fight fire with fire. Find a similar polyurea 2 part paint and a way to apply it quickly. Expensive.

4. Mechanical removal via grinding.

5. Sue the city for harm to property value.

6. Spray paint it repeatedly with the ol' cock and balls:
