1. RIP Hong Kong. The USA used to treat HK differently than China, because HK wasn't China. China took over HK; HK is no longer special. Treat it as part of China. So ditch HK-specific export agreements / prisoner transfers / etc.
2. Help with the sinking ship as much as possible. Prioritize HK refugees.
3. Announce loudly that this is not ok, and will not be looked on with a blind eye. Seize assets of any person/company/etc that helped take over HK. Prevent immigration of the same. (Also of immediate family members!)
