She's not prohibiting the free exercise thereof, just commanding where you cannot freely exercise, and she's not Congress, and this is an order, not a law. One two, three strikes, you're out!

Oh, and "protests" don't qualify as "the right of the people peaceably to assemble" or petitioning the Government for a redress of grievances, either.
