Not at all, but there are a LOT of people who had that opportunity and actively made that choice. You might be underestimating how many fall into that category but I personally know a ton of business owners who had that exact situation across a wide variety of industries. That rug pull for those people is going to be the next crisis when the federal benefits end.
EDIT: Just to append to that, a good portion of the current unemployment numbers are people that could have returned to work when their employers either reopened and/or received PPP when contacted and offered to return to work said "No thanks, I'm good". I have little to no sympathy for anyone who made that decision.
