Yes and No. But I would say, overall, no. China is only doing this because the flooding has destroyed their crops, and the flooding is largely deliberate to relieve pressure on their failing Three Gorges dam. They lost tons of crops, and if the dam fails soon, they'll loose most of their crops along with having to deal with 400 million people in the flood zone and potentially 200+ million people dead.
This is good for farmers bottom line. But it's not good in the sense that China is trying to lighten the blow of its mismanagement of resources and failure of a dam. If there's a famine, US food will be used to fill the gap. If the dam collapses, the famine will be even greater, and US food will be used to fill the gap.
The thing is, if the US doesn't sell China those goods, the CCP may very well collapse under the weight of a famine caused by the CCP's ineptitude.
As much as I like to see US farmers getting good business, it's actually going to help the CCP remain in power.
And it's not like China doesn't deserve it. When the virus they created hit the US, what did China do? Hoard supplies. So why should we treat them any differently?
Before the virus, I would say this was a good thing. But now? The goal should no longer be to even the playing field on trade, but rather, for every country to cut ties entirely with China.
What's even more telling about China's desperation, is they always buy crops at harvest time, because that's when it's cheapest, that's when farmers risk having product that doesn't get sold and rots. So China has been strategically buying US produce in a manner meant to short change US farmers, for a long time. Not this time though. Now they're paying full price for it, pre-buying and reserving it before its even finished growing.
