It's simpler than that- the banality of evil. We were just following orders is about as evil as it gets (or atleast it can be). Think of the billions of people who have died because other people were "just following orders." It didn't matter who gave the orders- it was whoever who was in charge at the time; regardless of ideological philosophy.
