And even if it were true, no one is making black smoke crack or do other drugs. CIA operatives aren't out there holding them down at gunpoint and forcing crack into their systems. They're choosing to do drugs, just as they choose to commit crimes, murder, rape, burglarize, vandalize, riot, loot, rob, more than any other group, along with all the non-crime but part of the culture stuff like making more noise in public, littering, turning their homes, neighborhoods, and local businesses into run down decrepit shitholes. No one is forcing a 17 year old black male to sit outside til 2am blaring music from his car stereo, smash an empty liquor bottle on the ground, then walk around the parking lot checking car doors to see which are unlocked so he can steal shit to sell for drug money.
