No the orders come in and go out in line at the time of placement unless whoever is picking the order prioritizes larger orders over smaller orders. Usually they just print out all orders and the pickers pick whatever is in stock and ship them out. There's maybe -3% of orders that have problems(out of stock etc) like the other user voiced but those are rare. If you have s problem with your order it's not normal it's just bad luck. Someone could have pulled your order then noticed the hat was damaged and it will delay your shipment if it's the last one they have.
