The guess is he swallowed the fentanyl when the cops pulled up because it was an heroic amount to just take and then drive around! So he was basically a dead man checking out.

The cops were moving between trying to arrest him and trying to help him. They get him into the car - he's resisting, and then he begs them to let him lie down on the floor. They do that but pin him down to stop him getting up and being a danger to himself and others.

They had called him an ambulance and it turned up just too late - though what chance they would have had of saving him, I don't really know.
