When looking at charts like these, that compare percentages, it is important to note the percentage of ELIGIBLE voters (Commiefornia's politicians seem to have difficulty understanding what "eligible voter" is) who did not vote.

Case in point, I recently looked at the voting records of 2016, and although by using percentage, Hawai'i is "solid blue" with 62% voting Democrats, voter participation was 58.4% so 41.6% of the voters didn't show up. That's massive. And by looking at the result, broken down by polling precincts, Trump was sometimes behind Clinton by less than 100 votes and a lot of precincts recorded turnout rate of 25-30%.
