A process for determining what is released is definitely critical. Maybe 24 hours is too fast. Maybe a week is better.

Strongly restricting the data is what we do now, and it killed people. Procedures and processes are needed, yes, but, IMHO, more clarity is needed, at least when harm or death results from an arrest.
