Austin IS an open air drug market where addicts set up camps along main roads where their dealers can reach them easily and they deal out in the open without fear of arrest from APD.

In Camden, NJ -- the train has a stop at city hall, the actual city hall is a block away. There used to be a methadone clinic right outside the stop. It literally was an open air black market for drugs but the location was closed (the methadone clinic) and changed to another location.

City Hall faces the Social Services building (Camden County Board of Social Services). Despite the Methadone Clinic being closed, it's still easy as hell to score drugs 50 yards away from city hall near the bus/train station.

Reminder, too. Camden Police Department was replaced by Camden County police. They have lots of technological doodads with camera, the mobile command center, and a high presence but that doesn't seem to stop anyone. Also, lots of homeless. In the colder months they will be sleeping standing up at the ticket kiosks for the train due to some rule and the police don't do anything about it.
