You can request voter rolls from your state (maybe not all).

Also if a candidate can get them.. why can’t you?

Edit: more clear. Yes candidates are the ones that can get all the data but political organizations can get them too. You may not be able to get voter data outside your state in some places but you can ask for data from your state (most states I think)

Problem is that the rules are different and very annoying in each state
