I read that in Rome, during the Republic, and if I remember correctly, this is how they voted. All voters met together on the Field of Mars, just outside the city. If you were for someone you stood in one fenced in area, if you were for another you stood in another. The people in each area were counted, like cattle or sheep. And if you didn’t travel to Rome on that day you didn’t get to vote. So it was mostly locals of Rome who voted, not the provincials. And everybody got to watch the count. That was key,
