That's interesting, because my county (also in Texas) basically ignores "probable" cases. They only collect and report "confirmed" (by a PCR test) cases. They also ignore antibody tests.

Spez: I just checked the statewide COVID-19 site. It includes this disclaimer:

Probable cases are not included in the total case numbers.

So, the judge's concern is unfounded, unless he knows of counties including probable cases in their confirmed case count.
