I'm beginning to wonder if the solution to this is changing the laws of the land so that every cop gets partnered with a soldier or marine, instead of another cop.

The military gets rotated out every few years, so they cannot become long term corrupted and the corrupt are brought to heel because their military partner makes reports of activity to the DoD/DoJ, that he or she will never see.

We have thousands of troops sitting on their hands, in foreign countries, when we need them more than ever here at home.
