Wisconson statute 948.60 Part 3 Subsection C says any minor 16 years or older can legally carry a dangerous weapon so long as that weapon conforms to 941.28 classification of a rifle or shotgun, but NOT a short barrel rifle or shotgun.

Personally I think the militia thing is misdirection but who knows.
