I haven't looked into that - Joe Biden was seemingly very tough on crime, and that can be very, very good in many ways. But it can also be wretched, especially if much lighter offenses (such as using marijuana alone at home, which I myself is against but which I still do not consider a very serious crime as such, if a crime at all) are punished (very) harshly and disproportionately, especially if other much more serious crimes are very lightly punished or not even punished.
I know that Donald Trump help reform and lessen sentences for a number of criminals, especially those that seemed to have been disproportionately punished, especially relative to certain other crimes and people sentenced or not even prosecuted (especially Democrat politicians and the like.......), and I recall that being a major part of the motivation and justification for that. Though I haven't looked into it, and it is something that has bothered me. That said, it still seems much better than the release of various prisoners (including cop killers?) that were released due to claims about being "concerned for disease among prisoners" reg. corona.
And I don't know why Joe Biden (at least on the surface) supported such legislation. Genuine conviction (rather doubt that)? Popularity at the times and/or voter strategies? Subvert and control the opposition? Filling prisons with in-effect slave labour and ensure that prisons can profit greatly? And/or other? And these days he seems to have reversed course, at least on the surface.
EDIT: To give an example of what I mean: Marijuana smoking alone at home should never, ever be punished the same as rape of a young child. Instead, Marijuana smoking alone at home probably shouldn't be punished or punished very lightly, and rape of a young child should result in execution. It's... so incredibly completely different things.
