I saw a documentary about a place in Russia, where a small neighborhood with a few houses and playground was set up for orphans. Each little home had a "mother" whose own kids were grown, or who had been unable to have kids, etc. and three to four children lived in the home with the mother. She was paid to live there and mother the children, under the supervision of the program's director.
I thought this was a neat alternative to the foster home system, where kids have to fit into new families and can get moved around a lot. This way, women who yearn to raise kids can do it as a full-time job in a cozy little house with all expenses paid so they can concentrate on the kids, and the kids get stability.
