I don't believe this is true. Each state has the responsibility of handling their own election and how their Electors will be selected. It is not up to Maine to determine how the Electors from Florida will be selected since each state is sovereign.

Maybe I'm wrong here? I do believe this is uncharted territory, so it might be hard to point to anything of the past. I'll try digging a little more. If you have something handy on this, I'd love to read about it.

Edit: I was reading more on the link above, and the way it is worded is that this only happens if there are enough states to hop on board to represent 270 electoral votes. But really, what it is saying is that in order for the National Popular Vote to fully determine a Presidential election, then they need enough states for it to add up to 270 electors.

Currently, the 196 electors currently go to the popular vote. There still needs to be 74 more electors until the popular vote would completely overtake the electoral college vote.... but it's still happening.
