Ain't that the truth. If half of the government jobs in the District of Columbia alone were eliminated, no one would recognize a difference in output, throughput or performance.

I remember years ago I was posting to what then were (non-political) bulletin boards that turned into Google Groups then... I know not. During that time an individual, a self-described beauracrat hack who often regaled the group with tales from the darkside of Big Gubment recounted a story about a decision to test secretaries for basic competency and efficiency. And find other areas (job descriptions) for those who underperformed. He was amazed that the program even got off of the ground, but I guess they sold the potential for promotion and such. Well, he said that it lasted a total of two days. What they found was that grammar, and spelling and sentence structure, and accurate data entry were not the issue. Basic literacy however was. A significant percentage of SECRETARIES were profoundly illiterate! Please excuse the exclamation point, I realize that it's really just for show, because I was not at all surprised by the result. This is the state of the non-meritocratic hiring practices of the Left. It's constructed to give do-nothing jobs to a parasitic lot who vote D when called upon.
