That is why you ask. There isn't a law that says you must ask for approval. There's common sense that says I don't want to go to jail like those other people.
If I could go to jail for half my life for cutting my exhaust, you bet your ass I would ask the dmv for approval of my modification before I took it into their jurisdiction.
