Those officers need to lose their badges and be thrown in a North Korean prison. They are complete pieces of shit. There was no need for the way they handled that. There was no threat, there was no perceived threat. There was no hostile body language, hands are open, relaxed posture, no real place for weapons to be concealed. They weren't arresting Chuck Norris or Bruce Lee here.
