Fucking BULLSHIT is what the whole National Guard crap is. Should be done like pre-1900 National Guard era with the numerous states having their own militias like the Union and Confederates did. Hell, the national U.S. Army in the Civil War was so small and pathetic due to a massive demilitarizing campaign after the Mexican War (similar to our military cuts after WWII and the Cold War). Most of the actual infantry in the Union were militia-style soldiers called "Volunteers" who were in reality intact state armies who threw on a Union blue uniform.
