The Speaker of the House, or any other person does not have the sole power to invoke the 25th Amendment.
It requires:
- The VP, and
- A majority of the Cabinet, or a majority of this "commission".
As proposed, the makeup of this "commission" is interesting:
5 Republicans, 5 Democrats, plus 1 person chosen by majority vote of the other 10 members. None can be currently elected officials.
Eight of the ten R/D are chosen by the majority and minority leaders of the House and Senate (2 each). They must all be physicians. Four of them must be psychiatrists.
The remaining two are drawn from people who have previously served as President, Vice President, Secretary of State, Attorney General, Secretary of the Treasury, Secretary of Defense, or Surgeon General.
