That said, in the vid going around there is a second at most between the sound of of the mace and the shot. Therefore I think the mace might have been a response to the gun being drawn. I know a gun can be drawn fast, but there's also response time. I don't believe he could have drawn a gun and shot in that short amount of time without having the intent beforehand and being ready for it.
Victim did smack him, it seems, but I highly doubt that justifies shooting someone in the face.
All just my non-expert opinion of course...
