Article 1 Section 2:
Representatives and direct Taxes shall be apportioned among the several States which may be included within this Union, according to their respective Numbers, which shall be determined by adding to the whole Number of free Persons, including those bound to Service for a Term of Years, and excluding Indians not taxed, three fifths of all other Persons.
14th Amend, Clause 2:
Representatives shall be apportioned among the several States according to their respective numbers counting the whole number of persons in each State, excluding Indians not taxed.
= Illegals for census count as 3/5ths for taxation and other purposes, but illegals for zero-Fifths for House representitive apportionment. And no this is not raycist or only about slavery as taught, it's game theory apportionment written into the Constitution.

When vacancies happen in the Representation from any State, the Executive Authority thereof shall issue Writs of Election to fill such Vacancies.
Why is the Governor of CA Gavin Newsom allowed to openly violate Clause 4, since Jan 11th, in the solidly Republican CA-50th Congressional District????? Cutting his political rivals, and keeping a republican out of his Aunt's hair dew. Someone ask at the hearing please, the most basic Rule of Law!
