Might be worse than reparations. Sounds like it's giving the government half a billion for "capital investment in the black community," whatever that means.
Although direct monetary payments to black people as reparations is obviously a crazy idea, especially as they've already received decades of disproportionate social welfare money, at least that wouldn't put the money through another layer of government corruption. Giving $500b to the government to distribute "charitably" is never going to go well, it's going to be used as a huge source of political favor and embezzlement funds.
The counterargument I guess is that this would encourage work and business growth rather than sitting around and picking up a welfare check, but it's going to take a real close eye on where all that money is going which I'm not sure I see happening, it never does.
