There are multiple factions within the CCP, just as there are in our Congress. The difference is a faction losing control of the party can be a life/death situation for CCP members, whereas in the US, the only thing you're in danger of is losing your seat in office (and you still have the opportunity to use your connections developed over the years with other politicians as a lobbyist, even if you do lose your seat).

Imagine if Nancy Pelosi had the kind of power Xi does. Would it be surprising that Mitch McConnell turned over evidence to the Chinese exposing Nancy Pelosi if that meant he would be saved from Nancy's crazy ass?
