Sorry, you're over thinking it. Orange County went blue in 2016 for the first time in awhile. The money does not hurt Trump's campaign. It is good optics to say "hey, all of CA is not blue, you jerks!"
California is not going for Trump but he wanted to say "fuck you", make some money, and have fun. And networking with a tech billionaire who is investing in border technology does not hurt.
