There is a term for progressing when it's needed, and then stopping when it's not. In politics this is called "conservatism" and is the idea that change isn't inherently good, and to fix things that break but if it works good and isn't broke, don't fix it.
Progressivism is a visionary ideology that seeks a utopian vision and must always progress at the maximum speed toward that ideal. The ends justify the means is very much the progressive methodology, as any suffering on the path is acceptable as ultimately the reduced suffering once utopia is achieved will more than outright the cost of getting there. Their primary flaw is that they are naive and idealistic and are tools for authoritarians; since the progressive utopia almost always requires some authoritarian central planning to setup, the initial steps to setup an authoritarian regime coincides and is camouflaged by the progressives good intentions.
