So this is an attempt to "fix" gerrymandering, in reality what it will do is take away the GOP advantage in creating voting districts, thereby disenfranchising the Conservatives in those districts. The Democrats have enough people in NOVA to effectively control state-wide elections, but there are too many conservatives in the rest of the state for them to be able to gerrymander for themselves, so they want to tip the scales. I have been informed that the DNC strongly opposes this, in which case the obvious move is a vote in favor.
