I'm not sure how the votes would distribute, but I'll start with:

72,390 people voted for Cornyn, but not Trump. Assuming they all voted for BIden, that would explain those additional votes over Hegar. So, the unexplained differential is now 295,359.

129,806 people voted third-party for Senator, but not for President. I don't know if those people would have voted for Trump or Biden. If we assume a 50-50 split, the unexplained differential is now 230,456.
But keep in mind this is a much smaller percentage of Texas voters. 11.2M people voted in Texas, vs. 3.2M in Wisconsin.
Spez, one possible explanation: Texas eliminated straight-ticket voting starting this election. In the past, there reportedly was a higher number of straight-ticket Democrat voters than Republicans in Texas. That might be the reason why there aren't as many down-ticket votes for Democrats.
Perhaps that's a contributing factor in Wisconsin, who also doesn't have straight-ticket voting.
