Yeah there is. basically the argument of The State Compact to cede their votes to the popular vote. It violates the Supremacy Clause by having Congress be elected on more jurisdictional appeal than what it says in the constitution that every state is a republic. Similarly allowing fraud introduces an element of unnecessary nuisance that has nothing to do with legislating.
