I've always believed they just weren't prepared to cheat ENOUGH in 2016, and totally under estimated Trump turnout. They weren't going to make the same mistake twice. This time they had endless reserves of mail ins to "find". Tens of thousands of votes conveniently forgotten only until they were needed. They had a plan to inject as much as it takes to secure the win, and it's only been made so obvious because they needed to inject so much. Trump's turnout overwhelmed them again.
