Voting software no doubt has millions of tests performed where everything is heavily scrutinized and approved before releasing for client production use.
There's no way that software got that far with a bug in the logic, and there's no way a "glitch" is an excuse for the behavior we're seeing. I would never get away with blaming a wire transfer to the wrong bank account as a glitch. That kind of mistake in the software just doesn't happen unless it's intentional and there is human interaction or manipulation with the code.
