Mate, I'm in a literal shithole in South America and everyone here needs ID (which is checked by several people in the place where you're going to cast your vote), plus a special document similar to ID (it's called Credencial) which is made exclusively so you can vote and without those two you can't even get near a ballot to cast your vote. We also literally have the military guarding the entrance to where people cast their votes.
