Absolutely this. President Trump's 2016 Campaign Website once contained a link titled "Pay For The Wall." Paraphrasing from memory, this plan went something like:

"Remittance Money" sent out of the US (mostly by illegal aliens) to families/cartels in Mexico hit a record near-$27 Billion dollars in 2016. This money serves as a "de facto welfare system" for people in Mexico whose government does not bother to provide for them. The plan was:

Use existing banking laws to regulate wire-transfer companies, the same way banks are treated. Tax those outgoing wire-transfers, and most importantly: require legal US ID to commit wire-transfers out of the US. In the process, make it a federal offense to commit wire-transfer on behalf of an illegal alien.

On Day 1, the Mexican government would be ready to talk. Their citizens would revolt en masse, like BLM after a Police Officer defends himself from a violent-felon arrest-resistor (but in an even less-polite manner.) The Mexican government would experience so much social unrest they would gladly agree to anything the US asked in order to get that $27 Billion coming in again. The Mexican government would likely be willing to pay a one-time back-tax settlement of $9M to $11 Million to get that money flowing, which at the time was the estimated budget for The Wall.

Instead, we wasted months/years letting the crooked DNC politicians hold Wall Funding hostage as leverage to give more benefits to DACA beneficiaries and illegal aliens. And... "remittance money" is still setting records, the last report I saw quoted $30 Billion per year leaving the country.
