I looked at the average rejection rate for each state for every federal election since 2010 and assuming the average rejection rate holds then PA should have 64224 absentee ballots rejected and GA should have 23465 absentee ballots rejects. In reality that number should be way higher because of the massive amount of new, first time absentee voters. GA had 5x 2018 numbers, 6x 2016 numbers and 12x 2014 numbers. PA had 13x as many absentee voters in 2020 than 2018

For comparison, GA has only rejected 2689 ballots and PA has rejected 1009. In 2018 PA rejected 4.45% of absentee ballots, in 2020 the rate is 0.03%. GA went from 3.10% to 0.2%
