Without Trump running they probably would have been stealing the nomination from Cruz, and Cruz wouldn't have been all that popular. He also wouldn't have the sway that Trump does and they would have got away with it like they did against Ron Paul in 08 and 12. I'm pretty sure it's not even illegal in any way for them to rig Republican primaries. They would do close door ballot counting from an Israeli company in some states and Ron Paul would always then severely underperform, and overperform on public counting.
