Oh, there are ways to guard against this. Like saying that any votes not handled in accordance with the requirements are null and void, cannot be counted, and if they are, the vote cannot be certified. Or say that if any part of these rules are not followed, all of the non-enforcing officials' worldly assets must be immediately frozen, sold off and the proceeds distributed equally to everyone in their community while the official must immediately be put in jail without bail pending felony charges carrying a minimum 20-year sentence with no possibility of parole or early release, and the jailing and the charges MUST be done and brought, otherwise the relevant law enforcement officials who refuse to do so have severe consequences upon them as well, also the state would lose ALL federal funding in ALL forms, etc. etc.
