Well, I watched the entire meeting and the fact was stated that each request sent via electronic means has a record of the person requesting the ballot which then sends a ping to the electioneer to send the ballot. That is then subsequently logged. So there are two pieces of information for each ballot that is sent in this manner.

The entire crux is the electronic request. The logs will show ballots sent without ever having been requested. They will not be able to square the difference.

Edit: I guess they may also find ballots that were never requested or logged as well
